Do you guys set yourselves any sort of writing.goals? Trying to get out of the rut and generate a bit of momentum, so thinking about setting some concrete targets.

In a similar situation myself. I'm struggling to get going, and when I do I have to prioritise Open University work. I'm doing more essays than stories at the moment.
I've done a stock-take of Works in Progress and am surprised to find that I've got ten active book-length projects, none of which I can really call horror.
My goal is to finish at least one of them by the end of the year and at least two or three more next year. And avoid having any new ideas in the meantime!

My goals are mostly just to write and read everyday and to stick to my schedule:
On mondays, wednesdays and fridays I work on my first novel. No goals, except that I want it in a publishable condition by end of next year.
On tuesdays, thursdays and Saturdays I work on short stories. Goal is just to finish what I start.
Sundays I work on my website, market research, send out stories and edit other people's stuff. I also use a few minutes working on a plan for a comic book. Goal is to send it off in about two months.
